According to the sources, this is the first time that a sitting minister has been out of both Houses of Parliament. Recently, several BJP leaders were elected to Rajya Sabha from Uttar Pradesh, Maharashtra, Madhya Pradesh, and Rajasthan. However, the party did not give a Rajya Sabha ticket to Naqvi. Pertinent to mention here, RCP Singh, who comes from an ally party in Bihar, JD(U), had sworn in as a minister in the Modi government a year ago on July 7, 2021. However, in the recent announcement of the Rajya Sabha tickets, Nitish Kumar denied RCP Singh's election to the Rajya Sabha. A Rajya Sabha seat fell vacant in Tripura after the resignation of Manik Saha who was recently elected to the Tripura Assembly. Besides this, there is no Rajya Sabha seat which is going to be vacant in the next few months.

"Charging service charges from customers will now cost the hotel and restaurant owners. If a customer wants to pay a service charge of his own free will, then it is a different matter but hotel owners cannot forcibly collect service charges from customers," Additional Secretary in the Government of India (Consumer Affairs), Nidhi Khare told media. She also informed that the authorities have launched a helpline number '1915' for the consumers. "If a customer is a victim of extortion, then the National Consumer Protection Authority has issued a helpline number for such customers for complaints, which will be the helpline number 1915," she added. Khare found it surprising and called it double charges on customers. "Service charge is added to whatever food is served and then GST tax is levied on the total amount which is a double whammy on the customers," she noted. The guidelines issued by CCPA on Monday stipulate that hotels or restaurants shall not add service charges automatically or by default to the food bill. No collection of service charge shall be done by any other name. No hotel or restaurant shall force a consumer to pay a service charge and shall clearly inform the consumer that the service charge is voluntary, optional and at the consumer's discretion. No restriction on entry or provision of services based on a collection of service charges shall be imposed on consumers. The service charge shall not be collected by adding it along with the food bill and levying GST on the total amount. The guidelines can be accessed by clicking on the link.

The new Eknath Shinde-led government in Maharashtra won the floor test on Monday by a 164-99 margin, proving his government's majority and cementing his position as chief minister of the state and the leader of the Shiv Sena. 164 votes were polled in favour of Shinde, while 99 votes were polled against the newly formed BJP-Shinde camp coalition. The trust vote comes a day after BJP's Rahul Narwekar was elected the Assembly Speaker. On Sunday Narwekar reinstated Shinde as the Shiv Sena's legislative party leader and also recognized the appointment of Gogawale as the chief whip of the Shiv Sena. After the Maharashtra government won the trust vote in the state Assembly, Shiv Sena's Eknath Shinde faction on Monday gave a petition to Assembly Speaker Rahul Narwekar for the suspension of 16 MLAs of the party belonging to Uddhav Thackeray's camp for violation of whip. ICMR- VCRC develops bacteria-infected mosquitoes to control dengue strains

Pondicherry (Puducherry): With an aim to control dengue strains, the Indian Council of Medical Research (ICMR) and Vector Control Research Centre (VCRC) developed two mosquito colonies infected with bacteria for dengue control. The ICMR-Vector Control Research Centre in Puducherry developed two colonies of Aedes aegypti, infected with wMel and wAlbB Wolbachia strains called Ae. aegypti (Pud) for decreasing the spread of the viral disease. The VCRC had been working for the last four years on Wolbachia mosquitoes which is a microscopic organism. " It is actually an endosymbiont. We call it endo means inside and biont means give and take relationship. What does it do in the sitting in every cell of mosquito, it actually makes it a home and then all Wolbachia here can effectively control the viruses, like dengue virus" said Director, ICMR-VCRC, Dr Ashwani Kumar. Around ten thousand eggs containing two strains wMel and wAlbB were brought for the research from Monash University and cleared by the Indian government. "These Wolbachia eggs we hatch the mosquitoes and then we back cross them with the local strain of Puducherry Aedes aegypti and now we have created that mosquitoes of Puducherry having Wolbachia . After backcrossing now we have stable lines of Wolbachia carrying these mosquitoes." Dr Ashwani explained. These mosquitoes have been found fit for replacing both dengue and chikungunya viruses, Dr Ashwani further said, "We have done their fitness studies, we have done their virus challenge studies and we have found that in need they can bring down substantially copy number of these viruses of both dengue and chikungunya viruses." The expert cited good potential in the technology and informed that the study started four years ago and has been completed now but government approvals were still pending. The actual project may need numerous government approvals as 'mosquitoes are to be released every week in the local areas'. "There can be sensitivities about the release of mosquitoes because every week releases the mosquitoes in the local area in order to replace the local population with the wall Wolbachia carrying mosquitoes. So, you have to prepare communities, political leaders, society as a whole in accepting that the mosquitoes are being released," he informed. "It's like mosquitoes are replacing the mosquitoes," He added as the female mosquitoes will mate with the local males and when the next generation will be produced, it will have the Wolbachia in it. And slowly, steadily the local population will be replaced. "We have the eggs and mosquitoes in the laboratory and whenever it's required then we will release these mosquitoes," he concluded.

Shiv Sena calls Eknath Shinde's trust vote victory 'stolen majority'

Mumbai (Maharashtra) : A day after Eknath Shinde won the Vote of Confidence in the Maharashtra Assembly, Shiv Sena on Tuesday termed the victory as "stolen majority" and said that it was "not the belief of the people" of the state. The party also took a jibe at Deputy Chief Minister Devendra Fadnavis asking who was the person who stopped him from taking oath as a Chief Minister. "At the time of floor test, the BJP-backed Shinde group was supported by 164 MLAs and 99 voted against it. Some MLAs of Congress, NCP were absent at the time of the majority test. It is surprising that senior ministers like Ashok Chavan and Vijay Wadettiwar could not reach the assembly. Devendra Fadnavis has thanked the invisible forces that made the majority test successful. He gave a speech on how strong, great leader Shinde is, but who is the invisible force stopping Fadnavis from taking oath as the chief minister?" Shiv Sena mouthpiece Saamna said in its editorial on Tuesday. "This question stands before Maharashtra. BJP and Shinde faction got the vote of confidence passed in the assembly, this is a stolen majority. This is not the belief of 11 crore people of Maharashtra," it added. The mouthpiece further said Fadnavis' remarks on his return were funny and cautioned that he "should not forget that Eknath Shinde is the Chief Minister"."I came again and brought others along, Devendra Fadnavis made such a statement on this occasion, which is funny. The way he came, it must not have been in their dreams. He should not forget that Eknath Shinde is the Chief Minister. There is a change of power in Maharashtra, in which the love of principles, morals and ideas is also not visible," it said. Saamna also hit out at MLA Santosh Bangar who jumped ship from the Uddhav Thackeray side to the Eknath Shinde faction ahead of the trust vote, and said, "The BJP-backed Shinde faction government has won the majority test in the assembly. MLA Santosh Bangar stood in favour of Shiv Sena till the election for the post of Speaker of the Assembly and what happened in the 24 hours that he joined the vamp of the 'loyal' Shinde faction at the time of the vote of confidence?" The new Eknath Shinde-led government in Maharashtra won the floor test on Monday by a 164-99 margin, proving his government's majority and cementing his position as chief minister of the state and the leader of the Shiv Sena. 164 votes were polled in favour of Shinde, while 99 votes were polled against the newly formed BJP-Shinde camp coalition. "KCR doesn't care about your source of livelihood. He has no concern for the unemployed youth. He just wants to make his son the CM. KCR, the next turn is neither yours nor for your son. The next turn is meant for the BJP," he said. "Since the onset of agitations for Telangana's formation, BJP supported the state's demands. Congress, instead, stood in the way of its formation for years. When they sensed PM Modi's rise in 2014, they divided Andhra Pradesh in a way that caused everlasting enmity between the two states. This enmity, which was ignited by Congress, was further strengthened when KCR got power in the state," the Home Minister said. Shah said that the BJP will fulfill all promises that the TRS did not keep while asking for a chance for the party to run the state.

Maharashtra: Bharat Gogawale gives petition to susped 16 MLAs of Uddhav Thackeray faction

Mumbai (Maharashtra) : Chief whip of the Shiv Sena - Eknath Shinde faction- Bharat Gogawale has given a petition to the Maharashtra Assembly Speaker for the suspension of 16 party MLAs of the Uddhav Thackeray faction for violation of whip. The Speaker's office has confirmed that the notice will be issued to 16 MLAs of Shiv Sena. The petition was given after the newly-appointed Speaker appointed Gogawale as the chief whip the Shiv Sena Legislative party leader, removing Sunil Prabhu, who belongs to the Uddhav Thackeray camp. Ahead of today's crucial trust vote of the Eknath Shinde-led BJP government, the Speaker removed Shiv Sena MLA Ajay Chaudhary as the legislative party leader and reinstated Shinde in the position. This comes after Sunday's big win where BJP's Rahul Narvekar was elected as Speaker. The special two-day session of the State Legislative Assembly comes after a high-voltage political drama in the state where a new government led by rebel Shiv Sena MLA Shinde came to power toppling the Maha Vikas Aghadi (MVA) regime. Earlier on Sunday evening, Maharashtra Chief Minister Eknath Shinde, along with his faction of Shiv Sena MLAs, held a meeting with Deputy CM Devendra Fadnavis, BJP MLAs, and other party leaders at a hotel in Mumbai to chalk out a strategy for the floor test. "The Shiv Sena-BJP alliance government is set to face a majority test on Monday, the second day of the special session of the legislature. What exactly will be the strategy of the government was discussed in the meeting held in the presence of all the MLAs today," sources said. Fadnavis claimed that the Shinde government will prove its majority with 166 votes. At present, the BJP has 106 MLAs in the 288-member Maharashtra Assembly and Shinde is leading 39 rebel Shiv Sena legislators and some Independents. After the death of a Shiv Sena MLA recently, the current strength of the Assembly is reduced to 287, thus the majority mark is 144. Interestingly, amid the ongoing battle between two Shiv Sena factions led by Eknath Shinde and Uddhav Thackeray, both sides issued separate whips to the party MLAs to vote in favour of their respective candidates during the speaker's election on Sunday and later accused each other of violating them.

PM Modi, Shah's decision to make me CM opened eyes of many: Eknath Shinde in Maha Assembly

Mumbai (Maharashtra): Eknath Shinde, while making his first address on the Floor of the Maharashtra Assembly as a Chief Minister on Sunday, said that the decision of Prime Minister Narendra Modi and Union Home Minister Amit Shah to let him lead the government despite having more members than his side has "opened the eyes of many". He also said that after the collapse of the Maha Vikas Aghadi (MVA) government in the state, a "BJP-Shiv Sena government" has taken charge which is based on the beliefs of party founder Balasaheb Thackeray. The remarks of the Chief Minister came soon after BJP candidate Rahul Narwekar was elected as the Speaker of the House with 164 votes in support and 107 against him. "Everyone knows that Devendra Fadnavis had 115 members with him. I had only 50. Still, he, PM Modi and Home Minister Amit Shah made me CM despite having numbers with them..this decision of the BJP has opened the eyes of many," he said. "Now a BJP-Shiv Sena government has taken charge, based on the beliefs of Balasaheb Thackeray. Till date, we had seen that people change sides from Opposition to the government but this time leaders of government went to the Opposition," Shinde added. The new chief minister who, as a Shiv Sena leader led the revolt against party chief Uddhav Thackeray along with other supporting MLAs, said that it was a "huge thing" for a "common worker" like him to leave the government being a minister. "I myself was a minister, several other ministers too left the Government. This was a huge thing for a common worker like me who was devoted to the ideology of Balasaheb Thackeray and Anand Dighe," he said. Meanwhile, Devendra Fadnavis who was addressing the House for the first time as a Deputy Chief Minister said that the BJP-Shiv Sena alliance will try to fulfil the aspirations of the state."This government of BJP-Shiv Sena alliance, under the leadership of Eknath Shinde, will try to fulfil all the aspirations of Maharashtra and we hope that you (Speaker) will give a good co-operation for the same," Fadnavis said. Lauding Narwekar for being elected the Speaker of the House, Fadnavis said, "Advocate Rahul Narvekar is the youngest Speaker of the Assembly, not in the Maharashtra state assembly only but all over the country, he is the youngest Speaker. There is no age limit for thoughts and thought processes. Earlier today, Samajwadi Party (SP) abstained from voting against the BJP candidate. Both its MLAs Abu Azmi and Raees Shaikh kept sitting during the head count. Notably, AIMIM also abstained from voting against BJP's Narwekar. A total of three MLAs abstained from voting in the Assembly including AIMIM's Shah Farukh Anwar, SP's two MLAs while one AIMIM MLA was absent from the House. In the two-day special session of the Assembly beginning Sunday, the Shinde-Fadnavis government will have to prove its majority on the Floor of the House on Monday in Vote of Confidence. Notably, Shinde, who led the revolt against Shiv Sena chief and former chief minister Uddhav Thackeray, was sworn in as the Chief Minister while former chief minister Devendra Fadnavis who was seen as the front-runner for the top post in the government, was sworn in as Shinde's Deputy. The MVA fielded Shiv Sena MLA Rajan Salvi as a candidate for the Speaker election while BJP MLA Rahul Narwekar was chosen as a candidate for the post of Maharashtra Legislative Assembly Speaker. The post of the Speaker went vacant in the Assembly after Congress' Nana Patole resigned from the office in February 2021, to take guard as the party's state unit chief. In the absence of a Speaker, Deputy Speaker Narhari Zirwal was playing the part of an acting Speaker in the House.

BJP MP asks Ashok Gehlot to get mental treatment after 'nikamma' remark for Shekhawat

New Delhi : Bhartiya Janta Party (BJP) Rajya Sabha MP from Uttar Pradesh, Ashok Bajpai hit out at Rajasthan Chief Minister Ashok Gehlot for calling Union Minister Gajendra Singh Shekhawat 'Nikamma' (useless), saying that the latter should get mental treatment. "I think Ashok Gehlot should get mental treatment. He is quite old and the old-age effect is visible in his conduct about Union Minister Shekhawat who worked for providing tap water on such a large scale in a short time period. Whatever responsibility the government has entrusted, that responsibility has been discharged with great devotion by him," Bajpai told media. He further heaped praises on the Union Minister and said that there will be fewer hardworking people like Shekhawat can be found. "I understand that there will be fewer people in public life as hardworking as Gajendra Singh Shekhawat and yet he is seen as 'Nikamma' then either there is a defect of Ashok Gehlot's vision or there is a need for mental treatment," he added Gehlot on Saturday called Shekhawat "nikamma" and said that he remains "absent-minded" during Prime Minister Narendra Modi's meetings. While addressing Congress leaders and workers at a meeting, he said, "We will ask the PM someday why he keeps such a nikamma (useless) minister who remains absent-minded in your meetings."

Gujarat flavour to be seen in Hyderabad National Executive meeting

Hyderabad (Telangana) : On the second day of Bharatiya Janata Party's (BJP) national executive meeting in Hyderabad a resurgent flavour of Gujarat would be witnessed on Sunday. The BJP state unit will be distributing the newly created BJP Gujarat caps to all the members of the national executive today. During the last session of Parliament, the BJP state unit sent these caps and nutrition bars to all the members of Parliament. A source aware of the development told ANI, "Gujarat has been in the news for all the reasons, especially because of Prime Minister Narendra Modi and Union Home Minister Amit Shah, they both come from the state. These caps will be distributed to the members of the executive when they will come for the meeting on the second day. Many versions were reviewed after which the final design was approved by the state leadership and the cap was prepared in Surat which is the textile hub of the country and under the guidance of BJP state president CR Paatil." The saffron colour cap is made out of cotton fabric but work has been done to make sure that the quality is not compromised. Quality cotton has been used in its making. Unlike the previous caps where BJP was written in Gujarati in bold letters, this one has been made in a sleek fashionable manner. A thin patch of embroidery has been put on the cap and Bhajap (Gujarati) has been beautifully inscribed on it along with a lotus pinned on it at the centre, which is of course the symbol of a BJP. The design of the cap seems to be inspired by the cap from Uttarakhand with the Brahma Kamal that Prime Minister Narendra Modi recently wore on Republic Day. "We have been wearing the saffron colour cap in Gujarat for many years but this time we thought we should work on the quality and make the design attractive," a senior leader from Gujarat told media. The battle of Gujarat Assembly elections is slated to take place later this year with the BJP holding this bastion strongly for decades with Prime Minister Narendra Modi being the longest-serving chief minister for 21 years before coming to Delhi to become the Prime Minister.

TMC zero showing in Tripura bypolls drew loudest applause on day one at BJP national executive meet

Hyderabad (Telangana) : Bharatiya Janata Party (BJP) national executive meeting witnessed the loudest applause on day one after newly appointed Tripura Chief Minister Manik Saha informed the members about the growth of the party in the state along with the Trinamool Congress's (TMC) crushing defeat in the recently concluded Tripura bypolls. In the recent Tripura bypolls, the BJP won three out of four seats with Chief Minister Saha emerging victorious in his first-ever direct electoral battle, while Congress made a comeback by winning one seat and the CPI(M) and the TMC ended with zero seats. Saha made his statement while states were presenting reports card of their performance. The Tripura Chief Minister spoke about the growth of the BJP in the north-eastern state which goes into election next year. Speaking about the same Saha pointed out to the members of the national executive how the BJP continued its showing in Tripura by winning the recent bypolls, in which Saha himself got elected to the legislative assembly. While Saha was also informing about the performance of the other parties in the political fray in Tripura he also informed the Executive members that TMC drew a big zero in Tripura and in fact lost their deposit on several seats as well. This drew the loudest round of applause from the members of the BJP national executive. Member of the BJP national executive committee from Bengal Dr Anirban Ganguly told ANI, "Yesterday when the Tripura Chief Minister spoke about the performance of the BJP in Tripura it was amusing to see that the loudest clapping came when Saha informed us that the performance of TMC has been terrible and in fact, they have lost their deposit." Sources present in the meeting also told ANI that Saha also mentioned that if the Communist Party of India (Marxist) and Pradyot Manikya's party The Indigenous Progressive Regional Alliance (TRIPA) would had joined hands then things would have been a little different for BJP. After the resurgent win by the BJP in West Bengal Mamata Banerjee's party is looking to establish its footprints nationally and has now put its focus on the state of Tripura. Electorally this has not been a happy hunting ground for the TMC even after repeated visits by the party's general secretary Abhishek Banerjee and other leaders. Tripura will go into the election next year with a BJP looking to seek its second term in office. In 2018, the BJP came to power in Tripura after the left rule expanded for more than two decades came to end with Biplab Deb being made the Chief Minister. In a surprise move very recently the BJP made Biplab step down as Chief Minister and Manik Saha was appointed as his replacement, incidentally, Saha is still the party's state president.
